Rebuild or sell? Options for Pacific Palisades owners

After the January 2025 Palisades Fire, owners face a decision that is personal, financial and emotional all at once. There is no single right answer. This guide outlines the main paths and the questions worth asking, so your conversations with your advisors are more productive.

Your main options

  • Rebuild and stay.
  • Rebuild, then sell the finished home.
  • Sell the lot as-is to a buyer or builder.
  • Sell and buy elsewhere, in the Palisades or nearby.

What the City says about rebuild paths

According to Los Angeles City Planning’s rebuild FAQ (January 30, 2026):

  • A like-for-like rebuild (Executive Order 1) is available when the new structure is in substantially the same location and does not exceed 110% of the pre-fire footprint and height. Under that path, the FAQ states there is no Coastal Review, Environmental Review or Mello Act Review.
  • A zoning-compliant single-family rebuild in the Coastal Zone (Executive Order 8) is not capped at 110% if it meets current zoning and other listed conditions, which can greatly shorten Coastal review.
  • Adding units beyond an ADU, or combining or subdividing lots, falls outside these streamlined paths.

Rules and programs change. Always confirm the current requirements for your specific property with LA City Planning (Planning.PalisadesRebuild@lacity.org) and your architect.

If you are considering selling the lot

  • Buyers and builders will ask what can be built and how quickly. Confirm with City Planning whether streamlined rebuild options apply to a new owner of your lot.
  • Order a current title report and review any CC&Rs or HOA rules; the City does not enforce those.
  • Gather what you have: survey, prior plans, permits and utility information can make a lot easier to evaluate.
  • Coordinate with your insurance adviser, attorney and tax professional on how a sale affects your claim and taxes.

How I help

I offer a private, no-pressure conversation about your goals, what buyers and builders are looking for, and how to present your property. I will coordinate with your other advisors. I am not an attorney, insurance adviser or tax professional, so please consult them on those questions.
